El Instituto Municipal de Cultura, Turismo y Arte de Mazatlán es un organismo público descentralizado de la Administración Pública Municipal con personalidad jurídica y patrimonio propio, facultado para ejercer acciones en materia de promoción, difusión de la cultura y educación artística en el Municipio de Mazatlán.

El Instituto de Cultura fue creado el 02 de julio de 2005 con la convicción de estimular la creación artística como elemento sensibilizador y transformador de la sociedad. CULTURA organiza el Carnaval de Mazatlán, dirige y administra las escuelas y talleres del Centro Municipal de las Artes (CMA) y el Teatro Ángela Peralta.

El Instituto trabaja para elevar la calidad artística  en el  municipio y proyectar el talento de sus  artistas y creadores. En busca de este objetivo, fomenta  la profesionalización de los alumnos del CMA, produce espectáculos escénicos de gran nivel  y promueve el intercambio cultural con otros municipios, estados y países.

CULTURA promueve  y difunde la cultura  y el arte como valores irrenunciables del ser humano.  Sensibilizar a la población a través de espectáculos  de probada calidad escénica, formar nuevos públicos para la apreciación de las artes escénicas y colocar a Mazatlán en un lugar privilegiado dentro del mapa turístico - cultural, destacan  entre sus prioridades. El Instituto funciona con recursos propios,  recibe apoyos de los tres niveles de gobierno para desarrollar proyectos específicos y de la sociedad civil que colabora en sus programas.

The Municipal Institute for Culture, Tourism and Art of Mazatlan is a public organism separate from the Municipal public administration, with legal personality and its own patrimony, empowered to take actions in the field of promotion, dissemination of the culture and art education in the municipality of Mazatlán.

The Instituto de Cultura was created on 02 July 2005 with the conviction of stimulating artistic creation to teach and transform an element of society. Cultura organizes Carnaval of Mazatlán, directs and manages the schools and workshops the Municipal Arts Center (CMA) and the Angela Peralta Theater, among other things.

The Institute works to improve the artistic quality in the municipality and project the talent of its artists and creators. In search of this goal, it promotes the professionalism of the CMA students, produces theatrical performances of a high level and promotes the cultural exchange with other municipalities, states, and countries.

Cultura promotes and disseminates culture and art as inalienable values of human beings. Raising awareness through proven stage quality shows, to form new audiences for performing arts appreciation and place to Mazatlan in a privileged position within the tourist map - with culture, included among its priorities. The Institute works with its own resources, receives support from the three levels of Government to develop specific projects and civil society that works in their programs.
